Proposed measurement definition
Start at the vehicle’s first queue point and stop when the vehicle has completed both-side clearance and exited the checkpoint area. Keep Hong Kong city access and Shenzhen city travel as separate segments. A valid event needs a start time, end time, checkpoint, direction and completion status.
Record vehicle class, passengers, luggage, date type, weather and manual-inspection flags as supporting fields. Do not treat Hong Kong Immigration Department passenger-flow totals as vehicle clearance minutes.

Is Huanggang/Lok Ma Chau always faster than Shenzhen Bay?
No. Direction, vehicle channel, opening arrangements, date, time and inspection conditions can change the result. The table demonstrates a comparison method, not a same-day recommendation.
Why can P90 be much higher than P50?
P90 captures the slow tail, including lower-frequency events such as concentrated travel, manual inspection, lane changes, weather or road spillback.
Does checkpoint time include city traffic?
